Only one in a million drones has the recessive gene required. In Unimatrix Zero the Borg revert to their individual selves. While out of regeneration, they act as normal drones and have no memory of their time in Unimatrix Zero. The Borg Queen knows about Unimatrix Zero and sees it as a disease. She immediately begins to destroy drones that are discovered to visit there.
